One day, a colleague of mine from Australia and I went to field work. When we were visiting a worshipping place called: “Lang Ong Nam Hai” (The mausoleum of Mr South Sea) in a fishing village along The southmost estuary of The Lower Mekong river”, where there is also a giant statue of The South-sea Avalokitesvara Bodhisattvas (Nam Hai Quan Am). An of course the most important object of reverence is the remains of a whale enshrined in a kind of a haven behind. My task then was also that of an interpreter. However when I told him about “the remains of a big /hweil/”, he popped his eyes bigger, hemmed something in his throat then blurted “what?. Then I had to say about the biggest mammal of the ocean, he stated: “Oh…oh… a /’we.il/”.
So we can see the digraph wh engages English speakers of various versions from different regions differently in two sound: /w/ and /wh/.
From the prescriptive-approach point of view, both are absolutely correct. To know more about this, follow the link:http://en.wikipedia.org/wiki/Wine-whine_merger#Wine-whine_merger . And if you pronounce the pair wail/whale with a distinctive difference of pronunciation, you speak General American English.
