yeah. when vietnam joiend wto, especally at the begin of 2009 system of banks open completely so have alot foreign banks invest into vietnam, and foreigners go into vietnam for working. at the time, enviroment competitor in banks is very high.to be better than competitor,banks must to have staffs who have enough conditions:

-knowlege
-computing
-communication
-resistance in hard intensity
